摘　　要：农村村级公共产品供给中的一事一议制度在实践中面临着"事难议,议难决,决难行"的三难困境;产生这一困境的主要原因在于农民收入偏低、基层政府财政困难和制度本身的缺陷。破解一事一议推行困境需要建立和完善财政奖补制度,加大财政转移支付力度,培育多元投入主体,以改善村级公共产品供给状况。In the rural public goods supplies, ＂One case, one meeting＂system has faced three plights：discussing difficultly over matters, not reachingdecision, and not practicing the decision. The main reason for this predicament lies in the defects of the system itself, the low level of the farmers＂ income , local governments＂ financial difficulties. We should establish the financial awards premium system, Increase financial transfer payments , cultivate multiple investmenters to break the system implementation plight, then to improve the situation of the rural public goods supplies.
