摘　　要：合理的区域规划,是促进地区协调可持续发展的必要条件,从规划上解决环境污染和生态破坏是最为经济并且有效的办法。将环境因素置于重大宏观经济决策链的前端,通过对环境资源承载能力的分析,对各类重大开发、生产力布局、资源配置等提出更合理的安排,从而达到在开发建设源头预防环境问题的目的。Reasonable regional planning is the necessary conditions to promote sustainable development and is the most economic and effective way to solve the problems of environmental pollution and ecological damage. Environmental factors should be settled at the front of major macro - economic decision - making chain. Through analyzing the environmental capacity, proposing the reasonable arrangement of significant development, distribution of productivity and resources, the environmental problems can be prevented at the beginning of development and construction.
