摘　　要：公众参与是环境保护的重要原则,亦是国内外环境影响评价制度中不可或缺的内容。基于环评制度中公众参与的理论背景、中国相关法律规定及实践的分析,探讨参与环评的"公众"范畴的应然选择。Public participation is an important principle in environment protection, and is an indispensable segment in environmental assessment at home and abroad. Based on the analysis of the theoretical background of public participation in environmental assessment system, the existed law and practice in China, the paper discussed which person or organizations can belong to the ＂public＂ of the public involvement in environmental assessment.
