污染减排三大体系的建设及建议

摘　　要：主要污染物排放总量减少10%的约束性指标,是深入贯彻落实科学发展观的重大举措,是建设生态文明、转变经济发展方式的重要手段。从污染减排实际出发,分析污染减排和污染减排监测、统计、考核"三大体系"建设及实施的重要性、必要性、成效,提出存在的问题和进一步完善的建议。The binding target of reducing the discharge of major pollutants by 10% is not only an important measure to thoroughly apply the scientific outlook on development but also an important means of building ecologic civilization and changing economic development mode.Currently there are some major defects in software construction including environment capacity determination,the accuracy and representativeness of environment monitoring,the authenticity of environment statistics and the construction of environment supervision and assessment system.This article analyzes the significance,necessity and effect of pollution reduction and the construction and implementation of the Three Systems based on the actual conditions of pollution reduction,and puts forward the existing problems and some suggestions for further improvement.
