摘　　要：以微电子、计算机、通信和网络技术为代表的信息技术,已经成为人类社会进步过程中发展最快、渗透性最强、应用最广的关键技术。大力发展信息技术和信息产业,已成为世界各国科技、经济、军事乃至政治竞争的焦点,成为各国综合国力较量的制高点。20世纪50年代以来,美国的信息产业由小到大,发展迅猛,特别是80年代后期以后,美国通过以计算机和因特网为标志的信息革命,使信息产业一跃超过汽车产业而成为美国的战略性支柱产业,不仅造就了西方经济史上罕见的"新经济",而且由此增强了其军事、文化和政治力量。20世纪70年代以后,日本产业政策的中心课题就是将信息产业作为日本的战略性产业加以发展。20世纪80年代中期,印度政府采取了一系列政策措施大力扶持软件产业的发展,现已成为世界上仅次于美国的软件出口大国,被称为"世界软件工厂"和"信息技术超级大国"。Information technology which is represented by the microelectronics, computers, communications and networking technology has become the fastest - growing, the strongest permeability and the most widely applied key technology. The development of the information technology and information industries, has become the competition focus of the world science, technology, economic, military and even the political, become a contest of the comprehensive national strength. Since the 1950s, the information industry of the United States has developed rapidly from small to large scale especially after the late 1980s, in which the information revolution marked by the computer and the Internet made the information industry become a strategic pillar industry instead of the auto industry. That did not only create ＂ the new economy＂ which is rare in western economic history, but also strengthen its military, cultural and political forces. Since the 1970s, the central topic of Japan＇s industrial policy has been developing the information industry as a strategic industry. In the mid - 1980s, the Indian government adopted a series of policies and measures to support the development of the software industry, made it now become the world secondary software export country and known as ＂ the world software factory＂ and ＂information technology superpower. ＂
