摘　　要：以洛阳市龙羽电力大厦设计为例,对洛阳市洛南新区的周边环境进行了分析,提出了"因地制宜,开拓创新"的理念指导设计,很好的解决了建筑与环境的良性融合,为洛南新区的建设填写了重要的一笔。Taking Longyu power mansion in Luoyang as an example,the paper analyzes surrounding environment for Luonan new district in Luoyang,points out the directive design for ＂the adaption to local conditions and exploration and creation＂,solves the virtuous combination between the buildings and the environment,so as to provide a new page for the construction of Luonan new district.
