摘　　要：公安行政调解权是警察权,理由是:从基本功能上分析,公安行政调解具有警察权的积极行政作用;从法律特征上分析,公安行政调解具有警察权的强制性、执行性特点;从权力来源上分析,公安行政调解是警察权向民事领域的延伸。The right of public security administrative mediation is the right to police. From the analysis of basic functions, the public security administrative mediation is provided with the active executive role for the right of police. From the analysis of legal characteristics, the public security administrative mediation is provided with the characteristics of compulsion and implementation for the right of police. From the analysis on the source of power,the public security administrative mediation is an extension to right of the police in the civil fields.
