摘　　要：广州、成都、遵义处于不同的发展阶段,其社会经济差异性较大,经济发展方向及重点各不相同,因此,城市总体发展战略应因地制宜,根据城市所处发展阶段、发展水平制定具有差异性的发展战略。即将进入快速工业化的城市,其战略思考可概括为"跨越成长,做大做优";而经历经济高速增长,工业化进入稳定期的城市,其战略思路可概况为"做强调谐"。Guangzhou, Chengdu, and Zunyi are cities in different phases of social and economic development. The strategies for planning their future development should be based on their current phase of development. Cities that are experiencing rapid industrialization should adopt a strategy for ＂leaping development＂ so they may grow larger and stronger. Cities that have completed their rapid growth phase, and entered a state of more stable industrial growth, should focus on strategies for integrated development.
