思想大解放下的广东农垦科学发展新思考

摘　　要：广东农垦近年来的经营发展取得了令人瞩目的成就,但按科学发展观来衡量,在发展的过程中,广东农垦还存在着对集团化的科学经营与管理研究探索力度不足、集团新型组织管理体制建设缓慢、农垦社企体制分离改革相对滞后、农垦小城镇社会经济综合体系构建缺乏长远规划等问题,这些问题的存在制约了广东农垦又快又好地向经营现代化和效益化迈进的步伐。解决存在问题,转变经济增长方式,寻求新起点与高效益,广东农垦应力求完善农垦集团经营管理研究职能机构建制,强化集团经营发展研究促进功能;调整改革集团组织运作管理体制,形成集团组织管理新机制;搞好农垦小城镇规划建设,完善垦区社会经济功能,提高农垦系统综合运营与自我生息能力。In recent years, the management and development of the land reclamation and cultivation of Guangdong gets the great success. But according to the scientific development view in strict way, in the course of development, land reclamation in Guangdong still exists some problems, for example： the exploration of scientific operation and management for group is insufficient; system construction of new organization＇s management for group is slow; the land reclamation reforms of separation between society and enterprise lag behind relatively; the land-reclaimable comprehensive system of social economy in small town lacks long-term plan. These problems restrain the fast and good development of land reclamation in Guangdong. In order to solve the existing problems, it needs to change the style of economic increase and seek the new starting point and high benefit. The land reclamation and cultivation in Guangdong should make every effort to improve the organization＇s system construction. The group needs to readjust and reform the management system of operation toe form the new mechanism of group＇s organizational management. It needs to do well the land -reclaimable planning and construction of small town, improve the social economic function of reclamation area, and improve the running and live ability synthetically of land-reclaimable system.
