摘　　要：政府重大投资决策要实现科学化和民主化的基本要求就必须受到法律制度的规制。在政府重大投资决策中,首先,要依照《政府信息公开条例》的规定公开所有信息;其次,要通过民意调查和听证制度保障公众的充分参与;再次,要通过制度建设发挥专家论证的作用;最后,要拓宽对政府重大投资决策的监督范围,建立法律责任追究机制,以此保障政府重大投资不失误或少失误。In order to achieve the request of scienzation and democratization,the government significant investment decision-making must be ruled by legal regim.ln the process of government significant investment decision-making,firstly,the government must defer to ＂Government Information Public Rule＂publicize all informations;seeondly,the government also must through the poll and the hear- ing system safeguard the public＇s full participation;thirdly,the government must strengthen the function of the expert proves through the system construction;finally,the government must open up to the surveillance way and establish the mechanism of legal liability investigation to safeguard the government significant decision-making not to make a mistake or the few faults.
