农村公共事业发展滞后的原因及对策探讨

摘　　要：农村公共事业基础薄弱广泛体现在教育、医疗、社会保障、就业培训、基础设施和公共安全诸多方面。其原因主要有:农村公共事业管理主体不明晰,事权与财权严重失调;干部绩效考核和涉农政策存在缺陷。应当从建立城乡一体化的提供公共产品服务的财政供给动态平衡机制、强化政府公共服务理念、建立科学的政绩考核机制等方面着手解决。The slow development of public services in the countryside is shown in areas of education, health care, social security, employment training, infrastructure, and public security. The causes for this weakness lie in unclear management body, separation of operation and funding, deficient cadre evaluation, and rural policies. Suggested strategies include a dynamic balancing system of financial support for public services, strengthening of government＇s service attitude, and establishment of scientific evaluation of management.
