高校规避政府集中采购的问题及对策

摘　　要：高等学校政府采购工作对学校节约资金、提高资产使用效率、防止腐败现象发生具有积极的意义，但仍有不少高等学校存在着躲避政府集中采购的现象。对高校规避政府集中采购的行为进行了深入分析，并提出了相应的对策与措施。高等学校只有提高认识，科学做好预算编制工作，严格执行政府采购计划，并有完善的监管机制，才能有效避免躲避政府集中采购行为的发生。After several years of development, the government procurement in colleges and universities has been greatly improved, and the quantity and amount of government centralized procurement and agreement procurement in colleges and universities are increasing every year. This is of great significance for colleges and universities to save money, to improve the usage efficiency of assets, and to prevent corruption. However, at present, there still exists the problem of evading government centralized procurement in many colleges and universities. The behaviors of evading government centralized procurement in colleges and universities were thoroughly analyzed, and the corresponding measures to solve the problem were put forward. For colleges and universities, none but to improve the comprehension of government procurement, to scientifically make the budget plan, to strictly carry out the procurement plan, and to have perfect monitoring system, can the behaviors of evading government centralized procurement be avoided in colleges and universities.
