信息主导下的社会治安防控体系研究

摘　　要：在经济全球化、社会信息化的时代背景下,传统的社会治安防控体系已难以适应瞬息万变的社会治安形势,迫切需要构建信息主导下的社会治安防控体系。信息主导下的社会治安防控体系具有信息的主导性、工作的整体性、决策的科学性、勤务的动态性、行动的快捷性和效果的精确性等特征。构建信息主导下的社会治安防控体系必须坚持整体性、实用性、动态性和安全性原则。信息主导下的社会治安防控体系是由情报信息预警系统、决策指挥系统、打防控一体化系统、绩效评估系统和警务保障系统五大系统组成的网络型系统,这五大系统又各自包含多个子系统,这些系统通过信息的主导作用及其效果的持续反馈,实现各个系统运行的快捷性、集成性、精确性,从而实现社会治安防控工作的全面、协调、可持续发展。In the background of economic globalization and information-based society, traditional system of public order maintenance can hardly meet the demands of the changes in public order. Therefore it is urgent to build an information-led system of public order maintenance which guarantees the guidance of information, the integrity of the work, scientific decision, dynamic service, quick action and accurate effect. Such a system should follow the principles of integrity, practicability, dynamicity and security. Information-led system of public order maintenance consists of the following five systems： early-warning system of information and intelligence, system of commanding and decision-making, all-in-one system of prevention and control ,system of performance evaluation and system of policing safeguard. Each of the above-mentioned system is made up of many sub-systems. With the guidance of information and the feedback of effects these systems work together to guarantee the integrated, coordinated and sustainable development of public order maintenance.
