摘　　要：任何国家都可能面临自然或人为因素引发的公共危机。在对公共危机进行管理时,政府需要实施行政指导。行政指导包括积极行政指导和消极行政指导:积极行政指导是主动实施型的行政指导,对应的是服务型政府;消极行政指导是被动承受型的行政指导,对应的是管制型政府。在公共危机管理中,公众需要一个富有积极内涵的服务型政府。It is probable for every state to meet public crisis, either natural or man-made, and administrative guidance is thus needed. Administrative guidance can be either positive or passive. The positive administrative guidance is actively implemented by the government, reflecting the service-orientation of the government, while the passive administrative guidance is often given by bureaucratic government. It is proposed that, in the management of public crisis, a responsible service-oriented government which actively implements administrative guidance is called for.
