摘　　要：新时期中国国家创新战略的核心在于重视知识在经济活动中的作用,重视智力水平在国民生活中的重要性。美国在"信息高速公路"建设之后提出的"信息基础设施"建设的实质是降低信息的冗余度,提高学习和科研的效率。加工精粹信息,可以降低信息冗余度,提高学习和科研的效率,进而服务创新发展战略。The fundamental of Chinese state innovation strategy is to think much of knowledge and intellectuality, the former is importance to economy and the latter is importance to normal life. The aim of cyberinfrastructure putting forward by America is to reduce the information redundancy and to increase the efficiency of study and science. Processing quintessence information can reduce the information redundancy and increase the efficiency of study and science. Quintessence information thus serves the innovation strategy.
