摘　　要：知识产权制度是维护人类智慧成果权利的法律保障,也是增强国家与地区竞争力的加速器。对于西部后发地区工业城市来说,如何制定合理的知识产权战略尤为重要。文章在采集大量一手资料的基础上,结合其他国家和地区的知识产权战略实践,运用实证分析的方法研究对策,不仅对自贡市促进知识产权的发展与保护提出可行性建议,而且为其他相似西部城市提供参考。Intellectual property rights are the legal guarantee to stick up for human rights in wisdom performance and the accelerator to strengthen the competition among countries and regions. How to establish the reasonable IPR strategies for undeveloped industrial cities is very important in the west of China. On the basis of a large amount of firsthand data and the practice of IPR strategies in other countries and regions, this paper tries to find out countermea- sures through empirical study, hoping to put forward some feasible suggestions on promoting IPR development and pro- tection in Zigong, as well as other similar cities in the west of China.
