秦岭北麓“峪口型地域”深层次开发研究

摘　　要：在秦岭北麓地区,"峪口"这一自然因素通过发挥自身特有的区位优势,形成了一个独特的"峪口型地域"。"峪口型地域"开发历史悠久,人文内涵深厚;峡谷资源类型丰富多样;山前洪积扇水土资源配合较好;回归自然的绿色产业发展指向力强,具有深层次开发的基础。但同时也存在着人地矛盾突出、区域内环境污染加剧、旅游资源无序开发等问题。通过分析开发中存在的主要问题,提出发展循环经济,促进经济与生态协调发展的"峪口型地域"深层次开发的基本思路。同时,提出制定科学的综合开发规划,实现政府行为、部门行为和群众行为的统一,产业发展和结构调整的市场定位宜精品化,以及要在资金筹措、技术创新和人才的引进与培养上为深层次开发做好后盾等可行性建议。At the north of Qinling, “Yukou” has been considered a special “A real type of Yukou” by its advantages in geography and resources. “A real type of Yukou” has been a long history which includes many historic spots and interest places, many kinds of resources and the potential of green industry. However, there are many problems such as the contradiction of the less earth and the more population, environmental pollution worsening, the confu- sion and disorder tourism resources development, etc. So, promoting the economic and ecological harmonious development is the basic idea to develop the cyclic economy, working out the scientific plans for comprehensive development to achieve the unification of government and people. The market location of the industry development and the structure adjustment should feature the local characteristics, technological innovation and the training of technical personnel, etc.
