摘 要:深圳"银商之争"的经验表明,在我国市场经济较为发达的深圳特区,民间商会组织已可以通过协商、谈判、游说、监督等理性化、程序化的活动,在政府与市场、政府与普通公民之间充任桥梁与纽带,起到缓冲、减压的作用,有效地发挥其社会治理功能并逐渐成为地方治理中与政府、企业并列的第三方力量。The dispute over the card-stamping between the banks and retailers in Shenzhen shows that in Shenzhen,the special economic zone where market economy develops well,chambers of commerce can serve as the bridge and link between the government and market,and between the government and ordinary citizens through such rational and procedural activities as consultation,negotiation,lobbying and supervision. Thus chambers of commerce play the role of buffer and decompression,and can effectively perform its function of social governance,which makes them gradually become the third-party power that ranks only after the government and enterprises in the governance of Shenzhen special economic zone.
