摘 要:政策性住房金融是一国住房金融的重要组成部分,是实现"居者有其屋",维护社会稳定的有效调控手段。我国目前的政策性住房金融还不完善,面对高房价,大部分民众买不起住房,所以应借鉴国外经验,结合我国实际,建立政策性住房银行。本文着重分析了我国政策性住房金融及立法,揭示了建立健全我国政策性住房金融的必要性,提出了构建我国政策性住房银行的立法建议及其具体内容。There are two kinds of housing banks in the world, that is, commercial housing banks and policy housing banks, the former being the base and the latter being the supplement. The housing policy bank is the main component of housing banks in a country, so it is an effective adjustive methods to carry out "every one have his house" and keep up social stability. Having no housing policy banks in our country causes many people fail to have their own houses, therefore our country must found its own housing policy banks based on the experiences abroad and reality of our country. The thesis puts forward some legislative suggestions about founding housing policy banks in China.
