摘　　要：构建市场经济下财政和货币政策协调配合的新机制，必须重塑两大政策协调配合的制度基础，转变速度型经济发展战略和粗放型经济增长方式。积极推进国有企业改革，构建高效的国有资本运营体系；调整金融发展战略，扩展金融的传导功能；培育和完善金融市场，特别是国债市场。Abstract The two policies ,the strategy of economic developnunt of conversion speed type and the form of economc growth of extension type, should be changed when the new system of fiscal and monetary policy is formed in the market economy ,In order to coordinate these two policies ,the form of government enterprises should be put forward ,high efficient system of national narket should be bred and perfected ,especially the national debt market
