摘　　要：针对关键问题区域的国家区域援助政策对缩小区域发展差距意义重大。本文在分析国家区域援助政策概念和特征、国家区域援助政策的理论依据、如何保障国家区域援助政策有效实施以及国家区域援助政策局限性的基础上,提出从援助政策评价、援助对象识别、援助政策目标、援助政策工具和援助政策实施的制度保障等五个方面构建一个完善的国家区域援助政策体系。State regional aid policy （SRAD） plays an important role in narrowing regional disparity. On the basis of the analysis of the concept and the characteristics of SRAD, the theoretical basis of SRAD, the approach of guarantying the effective implementation of SRAD, and the defects of SRAD, the paper puts forward that the system of SRAD should be composed of the evaluation of SRAD, the selection of objective regions, the goal of SRAD, the measure of SRAD, and the guarantee of institution.
