以城市社区卫生服务中心为依托建立疾病预防控制工作站的探讨

摘　　要：目的了解北京市朝阳区以城市社区卫生服务中心为依托建立的5家疾病预防控制工作站的基本情况与需求,探讨以城市社区卫生服务中心为依托建立疾病预防控制工作站的目的、发展方向、现阶段定位与职责。方法调查北京市朝阳区以城市社区卫生服务中心为依托新建立的5家疾病预防控制工作站,采用横断面方法调查疾病预防控制工作站的基本情况、组织结构、人员情况、仪器设备情况等;采用专家咨询与专家评议的方法明确疾病预防控制工作站的职能、定位与发展方向,找出制约朝阳区疾病预防控制工作站运转及发展的影响因素。结果北京市朝阳区疾病预防控制工作站的工作人员均为兼职人员,现阶段各站由6～7人组成,现有人员共32人,成员主要为社区卫生服务中心保健科的全科医师和实验室检验人员,平均年龄(34±9)岁,平均工作年限(13±10)年。制约朝阳区疾病预防控制工作站运转及发展的前三位因素分别为现场检测设备、实验室设备、消毒设备。结论以城市社区卫生服务中心为依托建立疾病预防控制工作站使北京市朝阳区的疾病预防控制工作实现区域化管理,实现疾病预防控制工作重心下沉,更好地发挥了社区卫生服务中心在公共卫生服务中的能力与作用。Objective To know the basic conditions and demands of 5 disease prevention control stations established relying on urban community health service centers in Chaoyang District of Beijing, and thus to explore the purpose, developing direction, and position and responsibilities of the disease prevention control work station at current stage. Methods A cross section survey was taken to investigate the basic condition, organization structure, personnel condition, and apparatus and equipment in 5 disease prevention and control stations established relying on the urban community health service centers in Chaoyang district of Beijing. Expert consultation and appraisal methods were used to clarify the function, position and developing direction, and find out the influencing factors to hinder the operation and development of disease prevention and control stations in Chaoyang district. Results The staff member of disease prevention control stations in Chaoyang district were all the part - time personnel. Now there were 6 - 7 people in each station, with a total of 37 persons. The staff members were mainly general practitioners and laboratory workers from the community health service centers. With an average age of （ 34 ±9 ） years and average work experience of （ 13 ±10） years. The three first factors that hinder the operation and development of disease prevention and control stations in Chaoyang district were spot examining, laboratory and disinfecting equipments. Conclusion The establishment of disease prevention and control station based on the urban community health service center leads to regionalized management of the disease prevention and control work, makes the focus of work downward, and thus the community health service center plays a better role in public health service.
