摘 要:针对灌区水量分配的公平性问题,将微观经济学中的激励、价格、效用研究方法引入灌区水资源管理,提出了2种灌区水资源的分配方式:一是基于动态权重的公平水量分配模型,该模型依据灌溉面积、灌区水资源的缺水率来确定水资源的分配,体现了水资源使用的公平性;二是基于效用的水量公平性分配方法,该方法将价格策略融入效用模型中,利用价格杠杆来调节用户需求和控制资源分配,体现了用户的优先性和水资源使用的效用性。分析表明,这2种方法可以解决灌区水量分配的公平性问题和提高水资源使用效率,可为灌区水量的分配决策提供理论支持。According to the fairness of irrigation district water resource allocation, the study methods of incentive, price and utility in microeconomics were introduced to the irrigation district water resource management. Two water distribute model were put forward, the first model is based on the dynamic-weight. According to irrigation areas and irrigation district water resource's water shortage rate, this model can ascertain the allocation of water resources, and also it embodied the fairness in the water resource management. The second model is based on equitable distribute method. This model embodied priority of consumer and utilization of water resource perfectly, using price lever to regulate command of consumer and control distribute of water resource. The analysis shows that: these two methods can optimize the system effectiveness and improve consumer's satisfaction; it will provide the scientific base for management of irrigation district.
