摘　　要：深入贯彻落实科学发展观,推动天津经济又好又快发展,必须统筹滨海新区龙头带动,中心城区全面提升,各区县加快发展三个层面联动协调发展,努力实现天津科学发展和谐发展率先发展,本文对这一问题进行了有益的探索与研究。In order to further implement the scientific concept ol development and promote Tianjin in good, fast economic development, we must co-ordinate from three levels： Binhai District as the leading area, the Center City District as overall improvement and all the districts and counties of jointed, coordinated and high-speed development. We should try great efforts to achieve scientific development and harmonious development and leading development of Tianjin.
