摘　　要：建设"法治安徽",是安徽省委提出的重大战略,对地方法治建设合理性的理解,是"法治安徽"必须解决的重要理论问题。"法治安徽"不是法治的行政区划化,而是在依法治国的伟大实践中契入安徽省情。"法治安徽"与"平安安徽"和"依法治省"之间既有区别又有联系。"法治安徽"的建设重点应是法治政府和司法公正。"法治安徽"必须以尊重人权、尊重财产、尊重契约、重视公民社会的培育为核心理念。The construction of the ＂Legal Anhui＂, as major strategy, is promoted by Anhui CPC Committee. To appreciate its responsibility is an important theoretical problem to the construction. Legal Anhui is not a regional legal construction, but a part of construction of legal China, with the situation of Anhui Province. Legal Anhui has relation with some differences from ＂Safe Anhui＂ and ＂Rule by law＂. The author considers the construction of the ＂Legal Anhui＂ should focus on legal administration and the justice of judicature. The construction of the ＂Legal Anhui＂ must be based on the respects for human rights, properties and contracts, emphasizing the cultivation of civil society.
