摘　　要：新疆是我国陆权安全的基石,是西向开放的地缘通道和发展地缘经济的战略前沿,利用地缘优势发展大循环、大物流、大商贸、大开放型外向经济,吸纳、集聚优质的生产要素(资本、技术、人才等),引进、集成先进的产业化、城市化元素(商业、贸易、分工、协作),合作、整合区内外两种力量,将进一步拓展优势资源转化的空间和领域,在全球化和一体化进程中培育区域发展增长点。Xinjiang is the foundation of land-right security in China. It is the geopolitical channel of western-opening and strategy frontier for developing＇ geopolitical economy. That will obviously expand the space and field for transferring the advantage of resources by using the geopolitical advantage to develop ＂large circulation＂, ＂large logistics＂, ＂large commerce＂ and ＂large outside opening economy＂, and how to absorb and agglomerate the good production elements（capital, technology, talents etc）, and how to introduce and integrate advanced elements of industrialization and urbanization, how to cooperate and integrate both internal and external power are challenges facing us all. And that will cultivate the regional development growth-point in the progress of globalization and integration.
