摘　　要：农民工为湖南省经济的发展和现代化建设做出了巨大贡献,但他们的权益得不到有效保障,社会保障权益短缺现象明显。构建完善有效的农民工社会保障制度,对湖南省"富民强省"宏伟目标的实现及加快湖南省农村城市化进程具有十分重要的意义。因此,政府和社会要对农民工社会保障问题高度重视,努力构建合理有效的农民工社会保障制度。The peasant laborers have made enormous contribution to the economic development and modernization drive of Hunan province. But their rights and interests cannot be effectively guaranteed, and their security rights and interests shortage phenomenon is obvious. The construction of effective social security system for peasant laborers is of great importance for the realization of the great goal of ＂enriching the people and strengthening the province＂ and the acceleration of urbanization of the province. Therefore, the government and society must pay great attention to the peasant laborer social security problem and make great efforts to set up effective social security system for peasant laborers.
