民主运转的技术及其机制——基于四川基层民主政治建设的机理考察

摘　　要：在民主作为一种普适性的价值理念被人们接受之后,对民主的关注也从价值层面转向技术和机制层面。民主的理论与实践证明,民主的有效运转既需要有一套成熟的技术作支撑,同时更需要一系列相应的运作机制作保障。因此,要实现民主的持续发展和深度发展,就必须寻求民主的技术支持,促进民主的组织工作、制度设计、参与动员以及信息技术的成熟与完善;同时更需要探析民主运转的普遍性法则,优化民主运转的参与、竞争、制衡以及责任等民主机制。After democracy is accepted as a universal value , we shoaol pay close attention to democracy from the value level to technology and system level. It is proved by democratic theory and practice that democracy＇ s effective operation depends on not only a set of ripe technology, but also a series of operational systems. So in order to accomplish the sustained and deepened development of the democracy, we should probe into the universal rules of democratic operation needs as well as the technical support of democracy needs, promote the maturation and perfeltion of organization work, system design, participation and informational technology, and optimize democratic systems such as the one of participation ; competition ; restriction and responsibility.
