摘　　要：总结和分析了以往保泉工作的得失,提出"保泉量、保泉质、保泉文化、发展泉经济"的保泉理念和对策措施,对济南城市建设和发展规划提出了具体建议。The previous achievements and defects of the spring protection were analyzed and summarized, it was proposed that ＂protect the spring capacity, quality and culture, furthmore develop the economy of the spring＂ as the concept of spring protection and security measures which can provide the specific recommendations to the urban construction and development plans.
