摘 要:高校既是外部质量保障的对象,又是内部质量保障的基本价值主体。受我国高校管理行政化和行政性教育评估的双重影响,我国高校内部质量保障体系存在质量保障目标的外生性、质量保障组织的行政性、质量保障对象的单一性、质量评估标准的预设性、质量改进的滞后性等问题。构建科学合理的高校内部质量保障体系,需要以目的适切性为原则,以教学质量委员会为实施主体,以院系绩效评估为内容,以生成性评估为发展方向,以质量改进为落脚点,积极营造良好和谐的质量文化。University is both the object of external quality assurance and the basic-value subject of internal quality assurance. Under the dual influence of the executive management and administrative assessment by China's colleges and universities, in the internal quality assurance system, there exist such problems as exogenous objective of quality assurance, the administrative organization of quality assurance, single object of quality assurance, the pre-set standards of quality assurance and the lag of quality improvement. The scientific and sound quality assurance system in university can be constructed by taking the applicableness as a principle, the teaching quality committee as an implementation subject, the department performance assessment as a content, the productive assessment as a developmental direction, the quality improving as an end-resuh and actively creating a harmonious quality culture.
