摘　　要：随着北方地区的水资源紧缺和汛期雨洪水大量流失矛盾的不断深化,充分、合理的利用雨洪资源成为缓解这一矛盾的最佳途径,而雨洪水水质的预处理是实现雨洪资源有效利用的首要前提。综合整理了国内外雨洪水水质的最佳管理措施(BMPs),并以北京平谷盆地为例,综合不同类型的雨洪资源水质特点,设计了相应的水质管理措施,为雨洪资源利用工程的建设和发展奠定基础。With the contradictions between the shortage of water resources and the loss of a large number of floods in rainy season is becoming intensified in north China, it is the best way to relieve this contradiction to use the storm water resources fully and rationally. However, the pretreatment of storm water quality is a primary issue. This paper integrates the best management practices （BMPs） of storm water in the world, and sets an example of Pinggu Basin in Beijing, to make sure the corresponding management of different types of storm water in the region. It achieves a comprehensive water quality planning and lays the foundation for efficient use of storm water resources for further.
