摘　　要：运动竞赛规则作为竞赛场上的"法",保证着竞赛活动的成功进行,它往往随着时间的推演而变化。然而,其制定和修改并不是漫无目的的,而是有一定的依据和努力目标。人类社会发展依据———合规律性、合目的性,同样也是运动竞赛规则的制定依据;价值合理性、工具合理性和形式合理性,更是运动竞赛规则制定时的追求目标和努力方向。Sport rules guarantee the success of competitions as the law in sport court. With the time goes by, the sport rules need to be changed accordingly. However, the establishment of sport rules and amendment should be purposeful, for it often has some determinants and goals. The people＇ s society development determinants law accordance and purpose con- formity, are also the determinants of making sport rules. Value rationality, instrument rationality and form rationality are rather the pursing goals of making sport rules.
