高等教育质量保障概念辨析

摘　　要：高等教育质量保障是新近出现的重要研究领域,借助质量管理学理论,对质量和高等教育质量这两个概念进行深入剖析,可以对高等教育质量保障作以下定义:高等教育质量保障是指高等教育机构为向学生和社会保证高等教育质量,依据一定的质量体系和程序,在内部质量管理、质量监督和自我评估的基础上,接受由国家认定的高等教育评估中介组织对其教育质量进行的评估、审核和认证。Higher education quality assurance is a new and important research field. This paper makes a deep analysis of the definitions of quality and higher education quality, and defines the latter as follows： In order to assure the quality of higher education for society and students, and on the basis of the quality system, quality control, quality surveillance and self-assessment, higher education institutions shall receive the assessment, audit and accreditation on made by the higher education assessment intermediary agencies authorized by the state.
