从组织法的修改看乡镇长选举制度的变迁

摘　　要：根据对历次组织法关于乡镇长选举的相关规定的比较研究,可以观察到乡镇长选举制度的变化趋势。关于乡镇长任期、乡镇长候选人提名、乡镇长候选人差额、乡镇人民代表大会的组织与乡镇长的选举方式、对乡镇长的罢免与乡镇长辞职等六个方面,都显示出组织法在乡镇长选举方面取得的进展,选举制度越来越走向公开、公正,社会主义民主越来越落在实处。今后尚需在候选人的差额、资质、有序竞选等方面取得进展。A comparison of a serial of the amendments of Organic Law shows a tendency of some changes of the electoral rules of the heads of villages and towns. This tendency is characterized by the following six aspects： the term of office, the nomination of the candidates of heads, difference election, the organization of the people＇s congress of villages and towns, the procedures of the election and the removal and resignation of heads, all these indicate much progress in electoral system. The socialistic democracy is becoming more and more concrete since the electoral rules have been open and just. It is suggested that more improvement is needed in election difference, qualification and ordered campaign.
