摘　　要：信息技术的发展对于社会福利的内涵有着深远影响。在广泛综述关于社会福利、信息福利社会、信息贫困与数字鸿沟相关研究的基础上,提出社会信息福利的概念,分析社会信息福利的内涵、作用与基本构成,通过问卷调查、访谈及案例分析,指出社会信息福利的实现途径主要包括非制度途径与制度途径两大部分,其中前者主要满足人们的基本信息需要,而后者则能够满足人们较高层次的生存、发展及精神享受的信息需要。The development of information technology is having deep influences on the implications of social welfare. On the basis of wide reviews on social welfare, information welfare society, information poverty and digital divide, this paper advances the concept of ＂social information welfare＂ and analyzes its content, functions and composition. At the end, the paper concludes that the social information welfare is realized mainly through institutional and non-institutional ways, and the former meets public basic information needs while the latter meets public senior information needs in living, development and happiness.
