摘　　要：从文件生命周期的形成阶段、流转阶段和归宿阶段的开放制度建设看,政府信息的形成阶段和归宿阶段公开或者开放的制度建设渐趋完善,惟独中间流转阶段——机关档案室阶段——仍为开放制度建设的"瓶颈"。重点从法律依据、理论支撑两个方面论述机关档案室档案开放制度建设的可行性。From life-cycle stage of document＇s formation, circulation and end phase in open system, the formation of government information and end-stage phase of public building or open system are mature. While only circulation phase-phase of organs CRDA-open system is still the ＇ bottleneck＇. The paper discusses the feasibility of building an open system from the history and application of law, and some theories that are documents open and confidential theory, archives of double value bheory, and the theory of life circle.
