摘 要:德国、英国等9个发达国家的经验表明,对医疗服务能力进行区域卫生规划,以提高资源配置效率、满足多层次医疗服务需求、控制医疗费用的膨胀,是国际通行的做法;规划一般由中央政府制定原则,由区域政府(州/省)参与并负责执行;以社会医疗保险为主的国家侧重全社会的服务能力规划,而以国民卫生服务为主体的国家则侧重对公立医疗卫生体系的规划。这些经验对我国在新一轮"医改"中进一步推动区域卫生规划具有重要借鉴意义。Experience of developed countries, like Germany and Britain, indicating that we should have the regional health planning for medical service capability, and this is the popular international practice. Regional health planning is good for improving resource collocation, meeting multi - level demand of medical service, and controlling expansion of medical expense. Central government always making principles for regional health planning, and regional governments (state/province) have the responsibility to execution. Community medical insurance based countries focus on the services capacity planning for whole society, and national health services based countries focus on public medical and health system planning. These experiences have a great reference meaning for further promoting regional health planning in the new medical reform.
