关于西咸大都市圈构建的思考

摘　　要：构建西咸大都市圈,是推动西咸经济一体化的重要举措,也是发展陕西和西部经济的重要战略。目前,构建西咸大都市圈主要存在的问题有:观念落后,认识不到位;缺乏推进西咸大都市圈形成的有效模式;缺乏明确的短期、中期和长期目标;政府在都市圈建设中的角色定位不尽合理;都市圈形成过程中的制度性约束等。为此,应采取的对策是:建立能够协调驾驭西安、咸阳两市经济一体化的高层次组织领导机构;加大宣传力度,统一思想认识;加强调查研究,编制西咸大都市圈的发展规划;建立大都市圈建设中的投入、责任和风险机制;理顺西安、咸阳两市以及陕西省政府之间的管理关系。The construction of the Xi＇ an- Xianyang metropolitan region is an important measure to the economic integration of Xi＇ an - Xianyang, even the economy of Shaanxi and western region. However, there are some problems during the form of the metropolitan region, such as backwardness of idea, unreasonable target location, lackage of period target and so on. The measures to the construction of the metroplitan region were shown in the essay, which is estblishing the leading system for governing the economic integration; increasing the propaganda dynamics, planning for the development of the region, setting up the responsible and risk system, etc.
