摘　　要：社会救助是政府职能的有机组成部分,是完善政府职能的必要充分条件。政府职能应依据社会救助的性质定位,社会救助本身很难将外部激励内部化,所以社会救助必须依存于政府职能之中。通过社会救助的经济分析,政府职能在社会救助内容中的定位应多样化,避免政府职能的缺位和越位。同时,还要根据社会救助出现的新形势和新特征转变政府职能,与时俱进。Social assistance is an integral part of government functions and is a necessary and sufficient condition to improve government functions. The location of government functions ought to follow the feature of social assistance. As social assistance itself is difficult to make external stimulation internalized, social assistance is sure to exist in government functions. Through the economic analysis of social assistance, the location of government functions in social assistance content should be diversified, avoiding the vacancy and overstep of government functions. In the meanwhile, government functions should be transformed in accordance with the new situation and new features in social assistance.
