摘　　要：针对预可研阶段工程造价控制的重要性,就如何在预可研阶段做好工程造价控制进行了探讨,提出了具体的建议,以解决长期以来概算超估算的问题,更好地提高估算质量。Aiming at the importance of the costs control in pre-feasibility study period, the paper explores the ways of how to do well in the project costs control in pre-feasibility study period, and points out concrete suggestions, so as to solve the problems that the budgetary estimate succeeds the estimation, and to further improve the estimation quality.
