摘　　要：首先,对我国公立医院公益性现状、改革措施和效果进行分析,认为目前公立医院公益性实现机制尚未形成;其次,基于非营利性组织理论,构建了公立医院公益性的实现机制;最后,提出了实现公立医院公益性的相关制度设计。This paper firstly discussed the mechanism of public hospital in taking social responsibihty and tound that it was absence through the analysis of the hospital reform effectiveness.Secondly, built the mechanism based on the theory of Non-Profit Organizationn.Finally, some count-measures in strengthening social responsibility of public hospital were proposed.
