促进资源枯竭型城市石嘴山市可持续发展的若干扶持政策建议

摘　　要：石嘴山市是刚刚被国家确定的全国首批12个资源枯竭城市之一。根据国务院2007年年底出台的有关文件精神,国家将加大对资源枯竭城市的财力性转移支付。文章根据石嘴山市经济转型过程中所面临的产业结构失衡、生态环境恶化、就业和社会保障压力日益增大等实际问题,从产业定位、税收改制、财政转移支付、投融资、社会保障体系建设等方面提出了促进该市经济转型和可持续发展的若干政策建议。Shizuishan City was newly established one of first 12 resource-exhausted cities by nation. According to the related document spirits of the State Council at the end 2007, the state will increase its financial transfer payments to resources-exhausted cities. Based on the industrial structure imbalance, the deterioration of the ecological environment, employment and social security pressure high, and other practical problems which are faced by Shizuishan City in the process of economic restructuring, the paper give a number of supporting policy suggestions on industry localization, tax changeover, the financial transfer payment, investment and financing and the social security system construction, etc.
