青海省农业结构调整与发展循环经济的途径

摘　　要：分析了青海省近几十年农业经济结构的动态变化情况,结果表明,目前农、林、牧、渔各业结构还存在着较大的调整空间;论述了气候变化对青海省农业生产的影响,阐述了其粮食安全水平。依据循环经济的基本理论和实际省情,提出在农业结构区域的合理布局、加强农业资源的综合开发利用、在确保粮食生产安全的基础上积极调整农业产业结构向生态农业发展;并借鉴循环经济在工业发展中取得的经验,运用生态学规律及遵循循环经济"4R"原则的角度,组织制订循环经济发展规划,着重以新的循环经济模式逐步建立农业废物循环利用体系,并充分发挥政府的宏观调控职能等一系列措施,以促进青海省农业经济向循环经济发展。The dynamic changing situations of agricultural economy structure of the Qinghai Province in these dozens of years were analyzed. The results indicated that at present there was the big adjustment space in each industry structure of the forest, the herd, fishing etc ; The influences of climatic changes on the agricultural production and the food security level in Qinghai Province were elaborated. Based on circulation economy theory and Qinghai Province＇s actual sentiment, it was proposed that the attention should be given to the reasonable layout of the agricultural structure region, the comprehensive development use of the agriculture resources enhanced and the agriculture industrial structure adjusted positively to the ecological agriculture development in the foundation of guaranteeing the grain production safety ; Modeling the circula- tion economy＇s experience obtained in the industrial development, using ecology rule and the ＂4R＂ principle in the circulation economy, the development plan of the circulation economy should be drawn up, the circulation use system of the agricultural waste established gradually by new circulation economy pattern and the government＇s macroeconomic regulation function fully displayed, so that the agricultural economy＇ development to the circulation economy in Qinghai Province could be promoted.
