摘　　要：行政自由裁量的引入是行政管理发展进程中的重要进步,它不但体现出一种对行政管理核心理念的反思,也体现了对社会伦理精神的追寻。在行政自由裁量中,"自由裁量"被赋予了一种服务精神、公正精神,这种精神产生于行政的建设理念中,应时刻内化为行政机关与行政人员的本质特征,成为行政管理的基本伦理法则。With the quantum in society and the magnification of administrative activity, the research on the issue of free administrative judgement has becom one of the boring question in the academic circus and the real society. Integrating free administrative judgement, which is a considerable progress in our administrative process, not only exhibit the core theme of administration, but also illustrate the way to our social ethnic spirits. In the administrative activity, ＂free judgement＂ has been loaded with the spirit of service, the spirit of justice and the spirit of ration, which can be traced to the construction of administration and can sonly become the basic character of administrative agency and its stuffs.
