国外政党尊重党员主体地位和保障党员民主权利的实践及启示

摘　　要：国外一些政党通过扩大党员的知情权,提高党员的政治参与热情,解决好党员的政治淡漠以及同政党日益疏远的矛盾;党内权力运作公开化、透明化,解决好党内权力运作的不透明状况;调动党员参与党内决策的积极性,解决好党员参与党内决策不足的现实;实现党员有效监督,解决好党员监督的"虚化"、"弱化"难题;利用互联网,应对信息化浪潮削弱政党对政治信息的垄断、诠释和控制权的现实,重新激活政党与党员之间的直接联系。这些做法及经验对我党尊重党员主体地位和保障党员民主权利,发挥党员主体作用,提供了有益的借鉴和启示。Some foreign political parties solved the problem of the party members＇lack of political interests and less engagement by expanding their right of information, more transparency in party＇s inner operation, activating party members＇ participation in decision making, involving more members in substantial monitoring. They also fully use the new generation media such as the internet to fight against the trend of decentralizing the ruling party＇s monopoly and dominate right of speech, thus to re-activated the link between the party and it＇s members. These practice and experiences provide valuable inspiration for our party in it＇s goal of respecting members＇principal position and expanding their democratic rights.
