摘　　要：网络舆论危机,具有影响广泛、危害严重两大特点。网络舆论危机的治理思路应遵循价值—组织—制度的分析框架,培育政府—社会—公民的多元治理范式。这种治理既包括正式的制度设计、信息公开、政府上网、舆论引导、重建信任等政府应对措施,也包括公众理性的政治参与。The two characteristics of crisis caused by internet pinions are extensive influence and seriously jeopardizing. The governance of net opinion crisis should follow the analysis framework of value-organization-system, and creating a multiple governance paradigm of government-society-citizen. This governance includes government coping strategy, such as system design, information opening, online government, opinion guiding, trust rebuilding, as well as citizens＇rational political and social participation.
