我国工业环境制度的变迁及其绩效分析

摘　　要：随着我国工业化进程的不断加快,由工业企业污染排放引发的环境问题日益突出。完善的环境制度是解决工业污染问题的关键。我国的工业环境制度建设起步于上世纪70年代,在我国不同的发展时期,工业环境制度在实施手段、作用机制和设计理念等方面都呈现出不同的特点。借助工业污染排放统计数据,对随着制度变迁我国工业企业污染排放行为的变化进行研究,是判断环境制度的绩效高低,进而优化我国今后的环境制度的重要依据。With the acceleration of the industrialization process, the environmental problems caused by pollution e- mission of industrial enterprises seem to be increasingly prominent. Perfect environmental institution is the key to solving the problems on industrial pollution. The construction of the industrial environment institution in China has been started in 70s of last century. The industrial environmental institution has shown various features in the different developing peri- ods in China on the aspects, such as implementation means, function mechanism and design concepts, etc.. According to the statistics on industrial pollution emission, studying the changes on the behaviors of industrial enterprise pollution e- mission along with the changes on the institution is the important base for judging the performance of environmental insti- tution so as to improve the future environmental institution in China.
