摘　　要：本文在对影响公立医院改革的成因进行分析的基础上,提出建立"双补一控"机制,并对其进行可行性分析和提出保障措施。在政府补基本工资、医保完善运行机制的情况下,激活公立医院改革,实现政府、医院、患者的"三赢"改革目标。The article put forward the mechanism of ＂dual compensation and one control＂, and then analyzed its feasibility and proposed safeguards on the base of analyzing the factors having effect the reform of public hospital. We hope to activate the reform of public hospital and achieve the reform objectives ： making not only patients but also hospitals and government benefit from it under the situation of government compensating for the basic wage and improving the operational mechanism of medical insurance.
