摘　　要：农村低保全面建制以来在维护社会安定、缩小贫富差距、实现社会公平正义、促进社会主义新农村建设等方面发挥了重要作用,但在政策落实过程中也存在一些问题。本文以山东省农村低保现状为研究对象,在数据分析基础上总结当前农村低保制度存在的主要问题,就低保标准界定、资金筹集、管理服务等关键环节提出了相应的对策。The minimum living security system in countryside has played important role in maintaining social stability, reducing the gap between the rich and the poor, realizing social justice and promoting the new socialism rural reconstruction since the system is established universally. But there are some problems in carrying out the policy. This study takes the investigation to the minimum living security system in Shandong province as the object, summarizes the main problems in the minimum living security in countryside on the base of the data analysis. Then we propose the consummating method from three key links： limiting the standard of the minimum living security, procuring the fund and the supervisory service. The study will be benefit to the continual development of the minimum living security system in countryside.
