我国消费券发放目的次序应按公共经济需要来选择

摘　　要：消费券在经济危机时期,对维护社会稳定、推动社会和谐及促进经济发展具有至关重要的作用,它既是低收入者基本生活的重要收入来源,又能最直接拉动消费,作为一种刺激政策是可取的。但是任何一种经济政策发生作用是有条件的,所以,需要分析我国特殊的社会经济条件,以此来认识消费券的性质和作用,研究我国发放消费券的可行性和发放模式的核心是要考虑其最佳效果,本文认为要达到这个目标就要确定消费券发放目的次序,这就是以"社会保障"的公共经济为先,"刺激消费"的作用为次,这样才能取到边际效用最大化的作用。The coupons play a critical role during the economic crisis period. They can maintain the social stability, promote social harmony and accelerate economic development. They are not only an important revenue source to the basic livelihood of the low -income people, but also the most direct driving strength to consumption, so the coupons are desirable as a stimulus policy. Any kind of economic policy is conditional, so it is necessary to analyse the special socio - economic conditions of our country, in order to understand the nature and functions of the coupons. The core of the research on the feasibility and issurance model of issuing coupons in our country is to consider its best results. This paper argues that to achieve this goal we should determine the order of the purpose, which is based on ＂social security＂ for the first, ＂to stimulate consumption＂ for the second. Only by so doing,we can obtain the marginal utility maximization.
